OpenVZ adopts GPL license for user-level utilities

OpenVZ, the SWsoft Virtuozzo open source subset, already adopts GPL for its kernel part.

Now also the user-level tools vzctl, vzquota and vzpkg dropped QPL license and adopted GPL.
